What is a P&C? – The Role of Parents & Citizens Associations

Parents & Citizens (P&C) Associations play an important role in Queensland state schools. They work in partnership with the school community to:

  • Support educational programs and student wellbeing
  • Strengthen the connection between families, staff, and the wider community
  • Provide input into school initiatives, activities, and improvements
  • Fundraise to enhance opportunities and resources for students
  • Create a welcoming, collaborative environment where every voice matters

The P&C provides parents and community members with a meaningful way to participate in school life, even if they are unable to volunteer often or attend every meeting.


💙 Why All Parents Should Be Involved in the Torbanlea P&C

At Torbanlea State School, our P&C thrives when our families are involved. You don’t need to take on a big role—or any role at all—to make a valuable contribution.

Being part of the P&C allows you to:

  • Have a say in school activities, improvements, and community events
  • Share your ideas, even if you cannot attend every meeting
  • Stay informed about what’s happening around the school
  • Support fundraising that directly benefits your children
  • Help build a strong, connected school community

Your time, thoughts, and ideas matter—and they help shape the experience for all Torbanlea students.


👥 Do I Have to Attend All Meetings? Do I Need to Be an Executive?

Absolutely not.  We welcome all parents and caregivers, no matter how much time you can give.

You can:

  • Attend only the meetings you can manage
  • Share suggestions with the P&C executive team to be raised at meetings
  • Join in fundraising or volunteer for events when available
  • Simply be a member who stays informed

There is no obligation to take on an executive position such as President, Vice President, Secretary, or Treasurer.

The Torbanlea State School P&C meets twice per term, and all parents, carers, and community members with an interest in education are warmly invited to attend.

Your presence, input, and ideas are always valued.

If you’d like to become a member, simply pick up a P&C Membership Application from the school office.

The P&C plays an active role in supplementing school resources, raising funds, and supporting school projects that benefit the entire student body.

P&C BLUE CARD REQUIREMENTS – QUEENSLAND STATE SCHOOLS


1. WHO MUST HOLD A BLUE CARD?

  • P&C Executive Members (President, Vice-President, Treasurer, Secretary) must hold a valid Blue Card because they make decisions related to children.
  • Any adult who engages in volunteering at Torbanlea State School or through a P&C run activity or school activity (within or outside the school).

2. PROCESS FOR BLUE CARD COMPLIANCE
  • FOR THE P&C EXECUTIVE
    - Confirm Executive roles.
    - Apply for the correct Blue Card type (volunteer)
    - Keep the Blue Card Organisation Portal updated.
    - Maintain a P&C Blue Card register.

  • FOR THE SCHOOL:
    - Verify all Adults including the P&C Executive members hold valid cards.
    - Record and track Blue Card status in the school register.
    - Prevent restricted persons from participating.
    - Support all Torbanlea State School community and the P&C with understanding changes and legislative requirements.

  • FOR PARENTS & VOLUNTEERS:
    A Blue Card is required for all adults taking on a P&C Executive role, or performing regulated child-related activities at Torbanlea State School.

3. ​RESPONSIBILITIES SUMMARY

  • P&C Executive: Must hold valid Blue Cards, maintain compliance records, ensure correct card type.
  • School: Verify, monitor, maintain registers, ensure compliance.
  • Parents/Volunteers: Must hold valid Blue Card.​
