Our school, which includes students, parents, staff and the wider Torbanlea community, all have the best interests of the children at heart.
Torbanlea has a long history of excellence and high standing in the community. Although the school has maintained its growth, it has still maintained that 'country school' feel, characterised by its friendliness and close community spirit. Our school develops students with character and a strong set of values to take into their futures.
The Torbanlea school motto of 'Honour and Truth' is central to the expectations of how both students and staff operate. Our school key values of Safety, Effort, Respect and Self-Responsibility are explicitly taught to students, with high expectations set for positive behaviours for learning.
Our distinctive curriculum offerings include an underlying program to check and develop the essential skills of literacy and numeracy, and an extensive early-intervention program which screens students for speech, physical activity (ie fine and gross motor skills, visual perception etc).
We also offer an Excellence Program for students identified for extension in English and mathematics. Specialist teachers deliver Physical Education, Music, Chinese, Library skills and Digital Tehcnology lessons each week. Students in the upper grades are encouraged to participate in sporting gala days and provided with opportunities for selection as sporting representatives.

Enrolment management plan
Torbanlea State School recognises as its prime obligation, the provision of access to an appropriate educational service for students whose principal place of residence is within the school’s catchment area.
Because of enrolment capacity and growth Torbanlea State School may be unable to meet this obligation in the future, unless action is taken now to manage enrolments.

Enrolment capacity of school
Torbanlea State School currently has the capacity to enrol up to 426 students.
The school’s Program of Academic Excellence in English and Maths is supported through the allocation of a defined number of places. Places in the Academic Excellence Program will only be available to ‘out of catchment’ enrolments once the demand for ‘in catchment’ enrolment has been met. Currently Torbanlea State School has the capacity to enrol 15 students in the Academic Excellence Program for Maths and English.

Students within catchment
All students, whose principle place of residence is within the school’s catchment area/s, are (subject to the Education (General Provisions) Act 2006) eligible for enrolment at the school. The school Principal will hold places for students who relocate to within the catchment area throughout the school year.
Parents who wish to enrol their children at the school will need to demonstrate that the student’s principle place of residence is within the catchment area. Current proof of residency at the address indicated can be provided by way of one each of the following:
One primary source – a current lease agreement, or driver’s license, or unconditional sale agreement.
One secondary source – a utility bill (e.g. electricity, gas), or rates notice showing this same address.
If unable to provide this proof of residence, the Principal may consider a properly sworn Statutory Declaration from the enrolling parent swearing that the student’s principle place of residence is the place nominated in the enrolment application.
Applicants should note that a false statement/assertion about the student’s principle place of residence can amount to fraud and may be reported to police to be investigated. The school Principal may consider repealing a decision to enrol a student in such circumstances.
Out of catchment enrolments
Enrolment of students from outside the local catchment area will be managed to ensure that the total current and forecast enrolments do not exceed the school’s current capacity and, where applicable, will ensure there is an even spread of students across year levels or class groupings.
Subject to the above capacity conditions, enrolment applications from outside of the catchment area will be assessed against the following criteria in order of priority.
In schools where a school EMP is in force, students from outside the school’s catchment applying for enrolment to that school are placed on a waiting list in order of receipt of application. These applications are assessed on the following criteria in order of priority.
Where a school runs a Program of Excellence / Specialisation, places will only be available to ‘out of catchment’ enrolments if they satisfy the school’s criteria for placement in that particular Program and the defined number of places has not yet been filled by enrolments from within the catchment.
All other enrolment applications.
Decisions on enrolment
The Principal is responsible for all decisions on enrolments.
Where a Principal forms a preliminary view that an application will not succeed, parents will be notified in writing. Parents may appeal the Principal’s decision by making a submission to the Principal, no later than seven school days after receiving the preliminary view letter.
If no submission is received, the Principal’s preliminary view will be treated as the final decision and no further notice will be provided.
If a submission is received, the Principal will consider the submission and make a final decision. A final decision notice will be provided to the applicant as soon as is practicable.
There is no internal review of the Principal’s decision.
